Analysis on the current situation of measurement work in quantitative packaging commodity production enterprises

1 Overview

the measures for the metrological supervision and administration of quantitatively packed goods re issued by the General Administration of quality supervision, inspection and Quarantine of the people's Republic of China was officially implemented on January 1st, 2006, marking the beginning of China's metrological supervision and administration of quantitatively packed goods in line with relevant international rules. The provisions on the metrological supervision and administration of quantitatively packed commodities promulgated by the former State Administration of quality and technical supervision shall be repealed at the same time. The new measures for the supervision and administration of the measurement of quantitatively packed goods equally adopts the relevant provisions of international recommendation No. 87 of the 2004 edition, which has been effectively supplemented and improved both in the revision and compensation of sampling inspection and in the administrative punishment of supervision and inspection

quantitatively packaged goods refer to pre packaged goods with unified quality, volume, length, area, counting and marking and other identification contents for the purpose of sales within a certain quantity limit. Due to the particularity of quantitatively packed goods, people cannot directly check the quality of quantitatively packed goods and weigh the net content, which brings inconvenience to the identification and purchase of quantitatively packed goods. In order to better protect the legitimate rights and interests of consumers, producers and sellers, and standardize the measurement supervision and management of quantitatively packed goods, The General Administration of quality supervision, inspection and Quarantine of the people's Republic of China (AQSIQ) has re promulgated the measures for the metrological supervision and administration of quantitatively packed commodities

2. Current situation of measurement work in quantitative packaging commodity production enterprises

the problem of net content of quantitatively packed goods has been unqualified for many years, and has become a key work of quality and technical supervision bureaus all over the country. In the first quarter of 2005, the General Administration of quality supervision, inspection and Quarantine of the people's Republic of China conducted another special spot check on quantitatively packed goods. From the results of the spot check, there was progress over previous years, but it was still unsatisfactory

spot check results: a total of 541 enterprises were spot checked, 1319 batches of products were spot checked, 1080 batches were qualified, and the average sampling pass rate was 81.9%. There are still large differences in the sampling qualification rate between some quantitatively packaged goods. The reasons are as follows: first, enterprises with low net content sampling qualification rate have weak awareness of measurement management and little knowledge of national laws and regulations on quantitatively packaged goods and relevant technical specifications; Second, the accuracy of measuring instruments equipped by these enterprises is low, and the accuracy of filling equipment can not meet the requirements. The net content of quantitative goods produced fluctuates greatly, and some even have no measuring means

3. The requirements of the new regulations on the measurement work of enterprises producing quantitatively packed goods

1) selection of legal units of measurement

producers and sellers of quantitatively packed goods should correctly and clearly mark the net content of quantitatively packed goods in a prominent position of their commodity packaging

net content refers to the amount of components inside after removing packaging containers and other packaging materials. The marking of net content consists of "net content" (Chinese), numbers and legal units of measurement (or counting units expressed in Chinese). The choice of legal units of measurement shall comply with the provisions

quantitatively packed goods marked with net content in length, area and counting units can be exempted from the three Chinese characters of "net content", and only numbers and legal units of measurement (or counting units expressed in Chinese) can be marked

2) the minimum height of the marking character of the net content of quantitatively packed goods shall meet the requirements

3) allowable shortage

the actual content of a single quantitatively packaged commodity shall accurately reflect its marked net content, and the difference between the marked net content and the actual content shall not be greater than the specified allowable shortage

actual content refers to the quantity actually contained in quantitatively packed goods determined by the metrological verification institution authorized by the quality and technical supervision department through Metrological Inspection in accordance with the rules for Metrological Inspection of net content of quantitatively packed goods. The marked net content refers to the net content of goods indicated by the producer or seller on the package of quantitatively packaged goods

4) the average actual content of quantitatively packaged goods in batches shall be greater than or equal to its marked net content

the quantitatively packaged goods in an inspection batch shall be evaluated by sampling method, and sampling inspection and calculation shall be carried out in accordance with the regulations. The difference between the marked net content of a single quantitatively packed commodity in the sample and its actual content is greater than the allowable shortage. 4. The number of samples and the average actual content of the sample should meet the requirements

the average actual content of the sample should be greater than or equal to the marked net content minus the correction value of the average actual content of the sample( λ· s) , i.e. ≥ (QN- λ· s) , where: - average actual content of the sample, qn- marked net content, λ- Correction factor, s-standard deviation of actual sample content

4. Suggestions on the measurement work of quantitatively packed commodity production enterprises

as a quantitatively packed commodity production enterprise, in addition to strengthening the training of measurement laws and regulations, improving the corresponding organization, and doing a good job in the basic work of measurement management within the enterprise, we should also achieve:

correct selection and allocation of appropriate measuring instruments. According to the shape characteristics of the products produced by the enterprise and relevant national regulations, select and use quantitative packaging production equipment with appropriate accuracy requirements and stable measurement performance and measuring instruments used to inspect the net content of quantitatively packaged goods

carefully manage the measuring instruments within the enterprise. For the measuring instruments listed in the catalogue of national compulsory inspection measuring instruments, apply to the metrological verification department for verification, such as the quantitative packaging machine, quantitative filling machine and other compulsory inspection measuring instruments used in the food and beverage industry must be fixed-point and regularly compulsory verification. For testing equipment that is not listed in the compulsory inspection catalogue but has an important impact on product measurement, calibration specifications should be prepared, and scientific, reasonable and effective confirmation intervals should be formulated, which should be implemented after being approved by the technical director of the enterprise. Non compulsory measuring instruments should also be verified in their own units or sent to metrological verification institutions for verification according to the needs of production and scientific research. Regularly check the use of measuring instruments, maintain their integrity and the use environment meet the requirements, and strengthen daily maintenance and management

implement effective quality control in the production process. The measurement management personnel of the enterprise should understand the product quality inspection data and the production process control inspection data, do not relax the inspection and control of the main production links that affect the product quality, change the post inspection into the pre control of the process, explore the best control point by using the measuring instruments, closely combine the measurement assurance with the production control, and use the mathematical statistics method to deal with the process monitoring parameters, Make the possible process out of control be corrected in time, so as to reduce and eliminate the abnormal fluctuation of the process, control the source, eliminate the problem in the bud, and ensure the stability of manufacturing quality. At the same time, pay attention to the measurement deviation caused by abnormal fluctuations during the use of the instrument. We will continue to promote the use of new technologies and processes to achieve automatic metering and packaging

do a good job in the measurement and monitoring of quantitatively packaged goods. We should pay close attention to the weight of the packaging in the incoming inspection, select the packaging with good stability, and mark the weight of the packaging on the label for self-examination and consumer supervision. Make daily inspection records of quantitatively packaged products, especially in functional food packaging special materials and functional additives. Measurement management personnel shall do a good job in sampling inspection and re inspection. For some quantitatively packaged products that are easy to lose moisture, the tolerance of factory packaging and weighing should be scientifically and reasonably determined. For liquid products (especially those containing carbon dioxide), we should find out in practice; A set of simple, feasible, scientific and reasonable detection methods. For example, the weighing method should convert the volume and weight, such as the influence of material density, temperature and other parameters, to ensure that the net content meets the requirements. At the same time, the environmental conditions should also be effectively controlled, such as ensuring that the liquid packaged goods are packaged at 20 ℃

use the legal unit of measurement correctly and mark the product. The outer package shall be marked with barcode according to the corresponding specifications and the nature of the goods

do a good job in internal measurement supervision, and pay attention to collecting and processing external information feedback. Link the measurement management work with the enterprise economic system, and connect it with other work inspections, implement the measurement system documents, and correct problems in a timely manner. We should also pay attention to collecting the supervision and inspection of the technical supervision department and the feedback of consumers, and study and deal with them in time
